POSITION DESCRIPTION:
This Traffic Safety Financial Analyst position is a professional accounting position responsible for performing administrative and highly professional work dealing with all the financial matters related to the Highway Traffic Safety Grant Program.
Duties include but are not limited to:
Audits and processes sub-grant payments.
Tasks include:
reviews sub-grant payment requests for accuracy, completeness, and compliance with Florida Statutes, Florida Administrative Code, directives, policies, procedures and generally accepted accounting principles; audits dates for receipt of goods/services; audits dates of services for compliance with the sub-grant; audits travel; verifies that supporting documentation for the invoice is accurate; verifies mathematical calculations; maintains and reconciles supporting records against State and Departmental subsidiary accounts and systems.
Provides customer service and technical assistance and advice to sub-recipients and Traffic Safety Program Managers regarding contract financial management and claim reimbursement preparation.
This involves the interpretation of Federal and State regulations, laws and procedures that govern this program.
This also involves accessing the official State financial management system to provide contract accounting information to program coordinators and sub-recipients.
Clears deficiencies noted by audits or inspections.
Tasks include:
establishing internal controls to ensure compliance with audit and inspection reports; observes payment operations to detect inefficiencies, waste and other adverse conditions; collects and assembles pertinent data for determining adequacy of and compliance with management policies, systems, directives, and procedures, and recommending managerial improvements; processes, documents and/or resubmits corrections timely and accurately.
Record tracking and retention.
Tasks include:
using electronic and paper logs to track invoices and payments; verifying all payments are processed and maintained in compliance with Florida Statutes, Florida Administrative Code, directives, department policies, procedures and generally accepted accounting principles.
Maintains computer generated financial reports for current financial status of the Highway Traffic Safety Grant Program.
Tasks include:
Maintaining computer financial systems required by State and Federal agencies, including but not limited to, Florida Accountability Contract Tracking System (FACTS), Contract Funds Management System (CFM), Florida Accounting Information Resource System (FLAIR), Federal Grants Tracking System (FGTS), and Federal Funding Accountability and Transparency Act (FFATA).
Oversees the preparation and maintenance of computerized financial statements for each highway safety project.
Maintains current financial summary statements for the project coordinators to use as a management tool in the monitoring of their respective program areas.
Assist with the sub-grant application pre-award review process.
This involves the review of the project detail budget and budget narrative to ensure charges listed are allowable; verifies the accuracy of the vendor identification number or FLAIR account number, using the Department's FLAIR system; reviews the application signature pages for original signatures of authorized representatives; responsible for encumbering funds for each project.
Attend conferences, seminars, workshops, and training applicable to financial management to meet Federal and State requirements.
Meet with National Highway Traffic Safety Administration (NHTSA) representatives to review financial management activities.
Conduct on-site financial monitoring of sub-recipients as needed; includes some limited in-state travel.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of accounts payable systems, payment processing, and reconciling accounting records and files to subsidiary ledgers and balances Knowledge of Statewide FLAIR System, Department of Transportation's Work Program, FACTS, CFM, and Flair Information Delivery Options (FIDO) systems Knowledge of accounting and auditing principles and procedures Knowledge of methods of data collection and analysis Knowledge of problem solving techniques Skilled in effectively working on a personal computer with a Windows operating system using Microsoft Office suite Skilled in reconciling and analyzing accounting transactions Skilled in performing work that requires a high level of attention to detail Ability to use sound judgement and work independently Ability to work in a team environment with shared tasks Ability to work timely and accurately under pressure and handle difficult situations Ability to communicate effectively both verbally and in writing, especially in educating and resolving issues with customers and coworkers Ability to understand, interpret and apply laws, rules, regulations, policies and procedures Ability to plan, organize, and coordinate work assignments as a self-starter Ability to establish and maintain effective working relationships with others by listening and facilitating an open exchange of ideas MINIMUM
Qualifications:
