Experience:
1.1. Required:
1.1.1. Bachelor s degree (BA or BS) in Computer Science, Information Systems, Business Administration, or other related field from an accredited college or university or equivalent work experience.1.1.2. Five years of current experience working in a development team environment coordinating, overseeing, and implementing operational systems with technical staff, users, and customers (e.g.,, requirements documentation, translation, user acceptance testing, ER diagraming, or flow charts).1.1.3. Five years of current experience in change management best practices, serving in a code promotion role in partnership with development team members using MS Team Foundation Server/Azure DevOps and the corresponding Visual Studio CVS integration tools.1.1.4. Five years of current experience with adapting complex, multi-system interface, interaction, end user specifications to necessary programing language requirement specifications.1.1.5. Five years of current experience in working with the software development lifecycle framework, particularly in leading and coordinating User Acceptance Testing tasks.1.2. Preferred:
1.2.1. Experience in the development and implementation of WIC information systems.1.2.2. Experience using project management and planning software such as Microsoft Project and Visio.1.2.3. Experience with Federal and Florida state data security and data system law and regulations.1.2.4. Experience with database query program language, such as Oracle SQL/PLSQL.1.2.5. Progressively responsible business analyst or project management support experience.2. CONTRACTOR
Responsibilities:
2.1. SERVICE TASKS:
Contractor will perform the following tasks in the time and manner specified by the Department:
2.1.1. As directed by the Department, serve as a liaison between the WIC business area or customer and the Department WIC IT unit to document user needs and effectively communicate those needs with the Department WIC IT unit. 2.1.2. As directed by the Department, translate high-level business requirements into functional specifications for Department WIC IT unit staff and work with the Department Quality Assurance Manager and Department Project Manager to oversee changes to such specifications.2.1.3. Work with Department WIC IT unit staff to analyze the feasibility of technical solutions to meet user needs as directed by the Department. 2.1.4. As directed by the Department, analyze WIC business area operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions.2.1.5. As directed by the Department, facilitate communication between business area(s) and Department WIC IT unit staff throughout a project s lifecycle (from initial requirements to final implementation).2.1.6. Assist in the business process redesign and documentation for new technology, as needed or as directed by the Department.2.1.7. As directed by the Department, conduct testing of system fixes, modifications, and enhancements including support of User Acceptance Testing. Document test results as directed by the Department.2.1.8. As directed by the Department, produce system documentations for system fixes, modifications, and enhancements.2.1.9. As directed by the Department, participate in project planning; status meetings; documentation; and tracking or follow-up on action items, decisions, issues, and risks.2.1.10. Provide assistance in the completion of project deliverables during each phase, as directed by the Department.2.1.11. Provide assistance in the development of other deliverables as directed by the Department.2.1.12. Provide assistance in the development of user documentation as required from MIS and EBT modifications and as directed by the Department.2.1.13. Provide assistance in the completion of Americans with Disabilities Act and Department security compliance scans from MIS and EBT modifications as directed by the Department.2.1.14. Provide assistance in relating best practices, mentoring, and training other staff as directed by the Department. The check will bounce and the victim is left responsible.
