Program Manager

The Program Manager will:
Serve as the principal financial and administration advisor to the Division Administrator (DA) and the Deputy Division Administrator (DDA) and provides management direction over Division activities to promote, implement, and administer the Federal-aid highway program in finance and administration, procurement/acquisition, information resources management, and other administrative functions within the Division Office. As a member of the Division Leadership Team, leads the strategic planning activities in the areas of finance and administration. In partnership with the DA and DDA, revises plans based on changes in program direction and/or national goals. Develop innovative programs and/or processes to improve the delivery of the transportation program and operations. Provide program expertise to external partners to ensure effective program delivery in accordance with Title 23 and related applicable Federal laws. Oversees the Financial Integrity initiative to ensure the optimization of financial management and accountability within FHWA's programs in the Florida Division. Provides information, advice and guidance to the Division and State DOT officials regarding innovative financing techniques such as State Infrastructure Banks (SIBs), Transportation Infrastructure Finance and Innovation Act Office (TIFIA), Private Activity Bonds, tolling, flexible matching, leveraging Federal funds, debt management and risk management, financial management stewardship and internal control, tax incentives, grant management tools, and public and private partnerships to attract and encourage private equity investor investment in infrastructure transportation projects. The ideal candidate is an experienced financial expert and a proven leader. They demonstrate the ability to lead, motivate, and work with a diverse group of independent professionals. The candidate is experienced in the review, interpretation and application of financial management programs and policies. They are experienced in leading and overseeing financial reviews, working with senior level professionals in various organizations, serving as a senior agency/organization representative, managing administrative programs and leading people. To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-14 on Experience, you must have at least one year of experience equal or equivalent to the GS-13 it must include:
Experience in the review, interpretation and application of financial management programs and policies. Experience in leading and overseeing financial reviews, working with senior level professionals in various organizations, serving as a senior agency/organization representatives and leading people; AND Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
