This is a supervisory position that will spend a majority of time communicating with, motivating, training, and evaluating employees, planning and directing employees' work, along with the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommending such action, including all employees serving as supervisors, administrators and directors.

Manages the Policy and Systems Unit within the Bureau of Finance and Accounting which includes:
preparing financial statements for the agency; preparing reconciliations of departmental accounting records; preparing reconciliations of finance and accounting subsidiary systems; analyzing and distributing the FLAIR financial reports for financial management purposes; providing technical assistance and consultation to agency offices in assuring compliance with financial administrative requirements; participating in the review and formulation of fiscal and administrative policies and procedures as they relate to the development, implementation, auditing, and operation of programs in the agency, processing Payroll accounting records, and overseeing the administration of the Agency's Purchasing Card (PCard) Program and the Statewide Travel Management System (STMS).

Participates in management evaluations of fiscal-related matters; responses to federal and state audits related to financial services, along with developing and implementing of corrective action plans required; and providing operating procedures and technical assistance to ensure compliance with state and federal regulations regarding financial matters.

Perform monthly analytical review of the agency's trial balance. Ensures all funds are reconciled, in balance and that general ledger codes are properly used in the agency's financial records. Analyzes, develops and maintains policies and procedures that implement controls to ensure that financial transactions and records are complete; adequately supported; in compliance with applicable laws, rules, regulations, and accounting standards and are properly authorized.

Reviews complex monthly cash analyses of the agency's various trust funds. Gathers information from the program area and uses business principles to project cash flows. Evaluates funding streams and makes recommendations for more efficient use of funding opportunities.

Develops training for staff on FLAIR or software functions that will enhance their job duties such as FLAIR corrections, use of FLAIR fields, use of FLAIR expansion option information, use of Excel functions, etc. to maximize staff knowledge and streamline processes.

Assists the Disbursement's Financial Administrator in setting goals for the unit and evaluating and monitoring progress. Assists in the development methods and/or procedures to enhance the performance of the unit and other assigned duties.
KNOWLEDGE, SKILLS, AND ABILITIES
Position knowledge includes but not limited to:
financial reporting, accounting codes, applicable laws, statutes, and Department of Financial Services guidance (such as Memos, Statewide Financial Statements, Reference Guide for State Expenditure, etc.) and all other state of Florida governmental accounting and audit requirements. Proficient working knowledge of FLAIR and associated intermediate to advance accounting transactions.

Skills for this position include a strong working knowledge of Microsoft Excel and working knowledge of additional Microsoft Office applications including Word, Outlook, and Power Point.

Abilities for this position include, but are not limited to:
Process information in a logical, concise and accurate manner. Communicate effectively both verbally and in writing. Establish and maintain effective working relationships with supervised staff and fellow work colleagues. Extract, analyze, interpret and report data contained in the Agency's financial records.
MINIMUM QUALIFICATIONS REQUIREMENTS
1) 5 years or more experience in Finance and Accounting for the State of Florida.
2) 5 years or more experience in working in FLAIR.
3) 3 years of preparing financial statements.
4) 3 years or more experience of reviewing, analyzing and interpreting financial data.
5) 3 years or more experience in reconciling financial data.
6) 5 years or more experience of working in Microsoft Office applications (Excel, Word, Outlook, and Power Point).

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
