Overview:

This is a professional position preparing loan and grant documents and providing assistance to program customers with regards to funding assistance applications and agreements.
This position may negotiate financial assistance agreements and amendments, which may include providing consultation and assistance to local government representatives, consultants, program management and staff in the production of financial assistance agreements, amendments, program rules and policies.
The incumbent will also interact with financial advisors, bond counsels, and government administrators, and evaluate applicant debt obligations, credit worthiness, and interlocal agreements and ensure compliance with state and federal laws and regulations.
This position also acts as a project manager for assigned projects and prepares and maintains documentations for project files, amortization schedules, evaluates financial assistance applications, agreement documents, and reviews revisions of standard form documents.
The employee will also keep abreast of changes in various assistance programs.

Essential knowledge, skills and abilities for this position include, but are not limited to the following:

- Knowledge of methods of collecting, compiling, organizing and analyzing data

- Knowledge of administrative and project management principles and practices

- Skilled in the use of current scanners and printers

- Skilled in the use of current personal computers

- Skilled in Microsoft Office applications, particularly Word and Excel

- Ability to compile, organize and analyze financial data

- Ability to work independently

- Ability to demonstrate positive and effective teamwork

- Ability to correctly determine work priorities and ensure proper and timely completion of work assignments

- Ability to exercise sound independent judgement

- Ability to prepare reports and records

- Ability to effectively and professionally communicate financial information verbally and in writing

- Ability to utilize problem-solving techniques

- Ability to understand and apply rules, statutes, regulations, policies and procedures

Preferred knowledge skills and abilities for this position include, but are not limited to the following:

- Knowledge of the State Revolving Fund

- Knowledge of OCULUS or other document management systems

- Knowledge of the concepts, terminology, and principles of grant management

- Ability to evaluate debt obligations and determine credit worthiness of applicants

- Ability to prepare an amortization schedule

- A Bachelor's degree from an accredited college or university with a major in finance and/or an area of business

- Current Florida Contract Manager certification

- Ability to demonstrate high levels of computer literacy and efficacy with the Microsoft Office Suite

Annual Salary:

- This full-time position may be filled with the anticipated annual salary of approximately $34,501.
