DUTIES AND
Responsibilities:

This position may serve as the Contract Manager for the public guardian offices and conducts monitoring of such offices to ensure incapacitated persons of limited financial means are receiving the appropriate services by a qualified decision maker.

Maintain tracking system for all reports fue from public guardians.
Ensure public guardians reporting requirements are met and reports are handled appropriately.
Send reminders to public guardians if required reports have not been received.

Schedule and conduct program monitoring visits to public guardian offices across the state and visitation of living facilities for Wards, or conduct remote/teleconference visits, if applicable.

Assist in development of improved procedures, job aids, desk manual, monitoring tool and monitoring forms.

Create and utilize spreadsheets and database applications to produce a variety of materials including correspondence and reports.
Maintain appointment calendars, schedule meetings, and make travel arrangements.

Respond to telephone calls and emails.
Set up and maintain office files.

Assist with stablishing new public guardian offices, recommend methods to address the need for additional public guardian services, and evaluate current need for public guardianship.

Review and make recommendations on budget and long-range planning for OPPG.

Analyze Ward demographics.
Provide reporting on public guardian programs and Ward demographics as needed.

Oversee public guardianship client management database.

Provide support for public guardian programs as needed.

Maintain contact with public guardian programs regarding waitlist, current Ward services, and pending referrals.

Assist with complaints regarding public guardians.

Assist with special projects.

Perform other duties as may be required.

May require travel statewide including overnight travel.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Possess strong written and oral communication skills, required for public speaking and report writing; uses correct grammar, punctuation, and spelling.
Detail oriented and able to enter data accurately into a computerized system.
Able to navigate multiple computer screens, applications, and online research engines.
Proficiency in Microsoft Windows Operating environments and Office Suite products (Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.
)

Ability to demonstrate a professional and courteous demeanor; establish and maintain cooperative working relationships with the public and staff.
Ability to work independently and with teams at the unit and agency where appropriate.

Ability to understand and apply contract development processes and basic management principles and policies.
Knowledge of federal and state laws, including policies, procedures and rules pertaining to the management, administration, and monitoring of contracts, and the procurement and purchasing of contracted services.
Ability to apply basic accounting principles.
Ability to interpret auditing standards and principles.
Ability to effectively provide technical assistance to contract providers.
Ability to review, analyze, and evaluate financial data.

REQUIREMENTS:

Bachelor s degree from an accredited college in public administration or related field preferred.
4 years of related work experience may substitute.

Must possess a valid Florida driver license.

Overnight travel may be required.
Operates motor vehicle; all applicable State and local driving laws and insurance regulations must be strictly adhered to in the operation of vehicle while performing State business.

Must possess contract monitoring certification or obtain such certification within time frame set by employer.

Preference will be given to the Department of Elder Affairs employees.
