Responsibilities:

This is a professional position in the Budget Management and Operational Support Unit of the HIV/AIDS Section. This position is responsible for managing assigned grants and preparing the fiscal documents for the County Health Departments, and internal entities that may receive grant funds. This position is under the supervision of the Budget Supervisor and requires the ability to work independently without close supervision. This position also:

  • Provides fiscal and budget consultative services to program supervisors regarding general revenue and grant expenditures.

  • Responsible for preparation and routing for signature authority approval of the grant application (budget narrative) and Notice of Intent (NOI). Analyzes budget authority needs to cover the grant activities, prepares and reviews monthly grant reconciliations, and spending plans. Submit correction request to supervisor for review as needed and completes the fiscal coding on the 1122 s for contracts.

  • Reviews & reconciles report information prepared by the Office of Budget and Revenue Management to ensure accuracy and validity. Including reviews of the Federal Final Report (FFR) prepared by Revenue Management prior to submission.

  • Communicates with program managers monthly to discuss unobligated grant funds and redirection of the grant categories. Works with the program office and the Budget Supervisor to complete the approved operating budget for assigned program area. Provides weekly report to Budget Operations Manager for management review.

  • Prepares and routes allocation memos, and Schedule C letters for assigned program, as well as prepares summary allocations, methodology, and detail report for the Schedule C, while maintaining records of the allocations for each OCA by fiscal year. Monitors the funding allocated to CHDs including review of the reimbursement report, and notifies program managers of the award balance, participate in spending plan meetings and report deficiencies in the allocations regarding funding.

  • Performs desk or on-site fiscal monitoring of grant funding as assigned. Provides copies of completed monitoring documents and written summary report of visit highlighting areas of improvement, any best practices, and any general recommendations to the program staff after the visit.

  • Performs or prepares other special projects and other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal regulations, Florida laws and rules, grants management concepts, federal and state cost, and DOH procurement processes and required timelines.
  • Understanding of applicable DOH program missions and organization layout, DOH accounting structure and usage, and adherence to Special Terms and Conditions of applicable grant award.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
