The Work You Will Do:

This Environmental Specialist I position is in the Solid Waste Program and Permitting Section in the Permitting and Compliance Assistance Program within the Division of Waste Management.

Perform work under the direction under direction of the Environmental Administrator for the Solid Waste Program and Permitting Section.

The ideal candidate will possess discipline-specific knowledge and technical skills to promote the sustainability, implementation and efficiency of state and federal laws, rules, and regulations related to solid waste management facilities The Difference You Will Make:
The Environmental Specialist I will participate in meetings with representatives from the regulated community and federal, state, and local governments, review solid waste related submittals as required by the Florida Department of Environmental Protection; assist with data tracking and management for solid waste facilities and perform other duties as required.
The Environmental Specialist I will work with managers to plan and prioritize activities and projects in line with DEPs strategic objectives and find integrated solutions on a variety of solid waste management challenges.
The Environmental Specialist I will coordinate with Division and District staff on solid waste related tasks to facilitate statewide consistency.

Responsibilities:
Assists with reviews, evaluations, and approvals of construction, operation, closure and renewal permit applications and preparation of draft permit documents.
The facilities included in these activities are active, non-delegated Class I landfills and other solid waste facilities co-located at these landfills including solid waste operations such as CCR units, Class III landfills, waste processing facilities, waste tire facilities, and construction and demolition debris disposal facilities.
It also includes solid waste permitting at WTE facilities and associated WTE disposal and co-located facilities.
Ensures the permitting time clocks for these reviews are achieved.
Prepares appropriate correspondence to applicants, local and state officials, local and state agencies, consultants and other in-house Department programs as required.
Coordinates with appropriate District office staff on these projects as needed.
Inputs application fees and related permitting data into appropriate Department databases.
Assists with the review of technical reports and analytical data to determine compliance with Department regulations and standards.
Provides assistance on District follow-up compliance and enforcement efforts at solid waste facilities by providing assistance on permit conditions and reporting requirements to appropriate district staff to help them prepare case documentation and other types of correspondence to persons responsible for compliance with Florida Statutes and Codes related to solid waste management facilities.
Provides assistance to local governments, consultants and citizens concerning solid waste technologies and regulations governing solid waste management facilities.
Assists with data tracking and management for solid waste management facilities.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of engineering principles and practices.
Skills in the operation of personal computers and related software.
Physical ability to conduct solid waste management facility inspections.
Ability to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns.
Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public.
Ability to effectively communicate both orally and in writing.
Ability to travel.
Ability to maintain a valid drivers license.
Minimum
Qualifications:

Four (4) degree from an accredited college or university with a major in Environmental Science, or one of the Physical or Natural SciencesORfour (4) years of related work experience.

Valid Driver's License.

Ability to Travel.
Preferred
Qualifications:

Knowledge of solid waste management rules, permitting and compliance requirements.

Solid waste related work experience.

Ability to effectively managed data and electronic documents.
