The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state s workforce. Position Duties and
Responsibilities:

  • Reporting directly to Florida s Chief Information Officer and working within the Florida Digital Service, Florida s CISO is responsible for designing, implementing, and maintaining the state s cybersecurity activities. The CISO will be expected to execute the findings and recommendations from the state s Cybersecurity Task Force findings and recommendations to ensure the implementation of the comprehensive, in-depth work performed by public and private sector stakeholders who comprised Florida s Cybersecurity Task Force. Possessing tremendous technical knowledge and skills while being able to communicate and collaborate with non-technical leadership, the CISO must be an effective leader with proven abilities to build and manage highly motivated teams with a commitment to accomplishing the mission.
  • The State Chief Information Security Officer (CISO) is responsible for establishing and maintaining statewide enterprise information security programs to ensure that the State s information assets are protected using the latest industry best practices and in compliance with relevant Federal and State laws.
  • Building and managing cybersecurity teams capable of timely and meaningfully responding to the state s needs
  • Vetting and selecting external partners and solutions necessary to supporting the team s responsibilities
  • Develop and maintain a statewide information technology security strategic plan that includes security goals and objectives for the strategic issues of cybersecurity policy, risk management, training, incident management, and disaster recovery.
  • Lead the development and enhancement of standardized reporting and documentation efforts to improve communication and understanding of cybersecurity matters
  • Maintain mastery of existing industry standards and best practices while advising on any proposed modifications or enhancements
  • Collaborate directly with FL DS policy leadership to ensure the efficient adoption of rules to establish standards and processes to enhance the state s cybersecurity efforts
  • Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of cybersecurity fundamentals.
  • Knowledge of infrastructure security fundamentals.
  • Knowledge of operational technology security fundamentals
  • Knowledge of risk management processes/governance.
  • Knowledge of relevant cybersecurity standards, frameworks, and certifications such as NIST CSF, NICE, and FedRAMP
  • Knowledge of Federal and State information security laws and statutes, such as HIPAA, IRS-1075, CJIS, FERPA.
  • Ability to develop and implement policies, procedures, goals, and objectives.
  • Ability to strategically plan and implement change.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to communicate effectively orally and in writing.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.

  • Criminal background investigation including fingerprinting and statewide and national criminal history records check per Section 110.1127 Florida Statutes, Chapter 435 Florida Statutes and the Federal Bureau of Investigation s CJIS Security Policy CJISD-ITS-DOC-08140.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
