Responsibilities:

This is a professional accounting position that maintains numerous detailed ledgers for federal and state reporting. This position independently applies professional accounting techniques in the performance of difficult accounting work involved in the reconciliation of Florida Accounting Information Resource (FLAIR) records with the Chief Financial Officers (CFO s) Appropriation Ledgers. The incumbent must have a working knowledge and understanding of CFO and department accounting procedures, including types of transactions, transaction requirements and use, content and arrangement of reports, coding schemes, DOH peripheral accounting systems input and the relationship of accounts used in the CFO and FLAIR ledgers. The incumbent in this position must be knowledgeable of accounting principles, Florida Statutes (FS), Florida Administrative Code (FAC), FLAIR, MyFloridaMarketPlace (MFMP), and DDD client information system.

Responsible for creating a training development plan complete with materials, instructions, and user guides to provide ongoing training for Finance and Accounting staff that pertain to the assigned unit. Act as the Finance and Accounting liaison for new processing systems, will attend meetings and provide input as it relates to Finance and Accounting business processes.

Responsible for State and Federal Reporting including preparing monthly, quarterly, and annual Federal Financial obligation reports. Assists with preparation of special cost analysis and budgetary studies. Performs indirect cost reconciliation by Federal Fiscal Years.

Acts as a lead worker within the assigned unit. Lead worker duties include audit/review of reports or assignments prepared by other Accountants within the unit, assisting the unit supervisor with updating and maintaining desk procedures, providing input to assist with decisions that affect the function of the unit.

Responsible for internal auditing and review of daily transactions. Responsible for research and analysis for inquiries received from external sources and/or management.

Responsible for disbursement processing including but not limited to contract payments, medical payments, and purchase orders. Must be in compliance with all statutory and departmental guidelines. Responsible for researching payment inquiries, hotline inquiries, and internal customer issues. Ensures all processing is completed in a timely manner.

Reviews work completed by others within Finance & Accounting for accuracy and adherence to established policy. May compile

monthly, quarterly and annual internal quality reports.

Responsible for monitoring, reviewing, and reconciling disbursement transactions including but not limited to encumbrances, purchase orders, and P-Card transactions. Monitors and reports prompt payment compliance for medical and non-medical invoice payments.

Backup to the Accountant IV within Finance and Accounting.

Assists supervisor as needed, maintains desk procedures, assists State and Federal Auditors and performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of and ability to use Florida Accounting Information Resource (FLAIR), MyFloridaMarketPlace (MFMP), P-Card WORKS

Knowledge of and ability to use the divisions internal systems (AS400, DCPS and PCOMM)

Knowledge of and ability to use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Knowledge of Florida Statutes 215.422 (Prompt Payment) and 112.061 (Travel)

Knowledge of Florida Administrative Code Chapters 69I-24 and 69I-40

Ability to compile, review and analyze accounting data

Ability to use general office equipment

Ability to understand and apply applicable rules, regulations, policies, and procedures

Skills and ability to communicate effectively with others orally and in writing

Skills and ability to work independently, organize and prioritize work assignments


Qualifications:

Preferred - A bachelor s degree from an accredited college or university with a major in accounting, finance, or business related field; or

Professional or nonprofessional accounting experience or any combination of this experience and up to 60 semester or 90 quarter hours of college education provided such education includes two courses in accounting can substitute on a year-for -year basis for the required bachelor s degree.

Five years of professional accounting experience.

(2) Years of FLAIR experience.
