Minimum
Qualifications:

An Associate s degree from an accredited college or university.

Professional experience can substitute on a year-for-year basis.

Duties and
Responsibilities:

  • Acts as backup for the Purchasing Card (Pcard) Administrator
    • Establishes new Pcards.
    • Makes necessary changes to existing cards.
    • Maintains and updates files pertaining to the Pcard program.
    • Monitors outstanding Pcard transactions.
    • Approves Pcard limits
    • Approves Approver groups
    • Approves Auditors
    • Add employees to Amazon Business account
    • Add employees to Office Depot account
    • Reporting capability
    • Reviews decline reports.
    • Requests appropriate training for new or renewing account holders and/or approvers.
  • Assists the Pcard Administrator with ensuring compliance with Bank of America policies and procedures.
  • Assists the Pcard Administrator with ensuring compliance with state regulations and requirements as established by the Department of Management Services and the Department of Financial Services.
  • Assists the Pcard Administrator with resolving issues between Bank of America and the Department of Financial Services.
  • Performs monthly scoped compliance review.
  • Review and interpret PCard post audits results.
    • Provides analysis of post audit reports.
    • Prepares draft audit reports.
    • Work with division/region staff on post audit results
  • Reviews 10-day Pcard Monitoring reports and distributes to applicable staff.
  • Requests information from account holders in response to Department of Financial Services Pcard Administration charge audits and respond to audits in a timely manner.
  • Manages addition of department vendors into the FLAIR Statewide Vendor File
    • Includes maintenance and monitoring of adding vendors.
    • Analysis of requests to determine if adding record is appropriate or necessary.
    • Looking up vendor information requested by staff.
    • Working with Department of Financial Services on vendor information with adding or removing
  • Assist with drafting and reviewing policies, procedures, manuals, and PCard trainings as requested.

Responsible for following the provisions and requirements in Section 215.
422, Florida Statutes, related to the Department of Financial Services rules and FWC s invoice processing and warrant distribution procedures.
