Specific Duties and
Responsibilities:

This position serves as an assistant to the Chief of Security Operations and is expected to be available to respond to and assist with resolving large scale emergencies such as riots and other major incidents of disorder, escapes, natural and manmade disasters, prison evacuations, etc.
Response to and involvement in these types of incidents may include reporting to and performing duties in the Department s Emergency Operations Center and/or deployment directly to and involvement in resolution activities at the incident location.

This position will administer, coordinate and evaluate the Department of Corrections Security Audit Section, which is responsible for conducting security audits at institutions and facilities on a statewide basis.
As supervisor, this position communicates with, motivates, provides or coordinates training, evaluates employee s work, plans and directs the employees work, and has authority to hire or recommend the hire, transfer or discipline of a subordinate employee.

This position will provide assistance in addressing those issues assigned by the Chief of Security Operations.
Issues change, on a daily basis and requires the ability to evaluate and analyze complex correctional issues.
As a result of this responsibility, it is expected this position will prepare position documents that will assist in addressing the needs/assignments of the Secretary.
This position is expected to be knowledgeable of the daily operations of the department.
This positions directly or indirectly supervises and provides guidance to correctional officers.
Requirement/restrictions of the rules and statutes, resource available, contact persons/offices within the department or ability to seek appropriate contacts in other agencies, in order to carry out the expectation of rendering sound and timely evaluations on assigned topics.
It is expected this position will be responsible for writing and/or analyzing rules or policies of the department to ensure the Department is in compliance with all statutes and regulations.

Duties and Responsibilities associated with this position may include, but are not limited to, the following:

  • Supervises the Bureau of Security Operations in the absence of the Bureau Chief.
  • Supervises the Correctional Services Administrator assigned as the Department s Security Equipment and Special Projects Coordinator.
  • Supervises, directs, and evaluates the activities of the Correctional Services Consultants who conduct security audits and operational reviews statewide at (50) institutions and adjoining facilities annually; and the Correctional Services Consultant who is responsible for maintaining various operational databases.
  • Administers the Department s Security Audit Program.
  • Establishes and maintains the Department s Unannounced Security Audit and Operational Review schedules.
  • Ensures the maintenance and continued development of various computer applications associated with the Security Audit Section and the Bureau of Security Operations.
  • Evaluates the Department s security audit processes, makes recommendations for improvement, and implements changes at the direction of the Chief of Security Operations.
  • Provides technical assistance when necessary and make recommendations to field administrators regarding the security audit process.
  • Periodically assist with security audits to evaluate the performance of subordinate security auditors, and to ensure the integrity of the Department s Security Audit Program.
  • Ensures unannounced, on-site audits of security practices and procedures at state correctional facilities are conducted and recommends appropriate corrective action.
  • Coordinates and conducts training related to the Department s Security Audit Program.
  • Assists the Chief of Security Operations with conducting critical incident reviews, making corrective action recommendations to leadership, and assists with implementing corrective action plans as directed.
  • Accepts complex special projects, researches and prepares necessary materials, and makes recommendations to leadership.
  • Directs and manages special correspondence sent to the Office of Institutions.
  • Acts as liaison between the Department and other agencies on selected topics.
  • Reviews and evaluates professional articles/journals to determine the applicability of new trends in the field of corrections to the department functions.
    Assists in serving as a clearinghouse of new information, products or techniques.
  • Represents the Department or testifies in various court cases as needed.
  • Assists the Operations Manager C-SES over the Emergency Management Section with all duties as needed.
  • Assists the Chief of Security Operations in reviews and revisions to budget issues, rules, procedures, and security post orders as needed.
  • Perform security enhancement projects and make recommendations concerning ways to improve existing security systems statewide.
    Provides security consultation and assistance to Wardens, Assistant Wardens, and Chiefs of Security upon request or direction on various security issues.
  • Oversee and track special projects assigned to subordinates, ensuring they are thoroughly and promptly completed.
  • Maintains close and continuous working relationship with wardens of all Department of Corrections institutions as well as regional management in the development of correctional staff, improvement and modifications of physical security systems, and custodial practices and procedures.
  • Acts as an advisor and provides necessary on-site support to wardens during periods of extreme institutional crisis.
  • Reviews and evaluates Corrective Action Plans submitted by institutional administrators to ensure deficiencies noted during security audits are appropriately and promptly corrected.
  • Responsible for proposed rule development, policy and procedure review and revision, to ensure operational needs identified during the security audit process are properly addressed.
    Prepares and disseminates post charts in accordance with CJEC/Support security position releases and/or scheduled facility / dorm openings.
  • Constantly reviews post charts and master rosters reflecting all institutions security coverage and approves changes therein, while maintaining reasonable uniformity and optimum use of manpower.
    Keeps the Bureau Chief abreast of any concerns.
  • Acts as liaison with Budget and Personnel staff in reconciliation of security positions statewide.
  • Conducts research and evaluation of new technologies and equipment that could have an impact on security operations and participate with the Security Review Committee to develop recommendations for implementation.
  • Oversees the statewide standardized security equipment program, working closely with Procurement and Institutional Management in regard to various equipment needs, types, quantities, etc.
    Such equipment includes:
    firearms, ammunition, chemical agents, handcuffs, and other restraints and electronic immobilization devices
  • Participates on various committees and project work groups when needed.
  • Reviews and/or prepares responses to various external communication requests, e.

    , Senate/House bills, citizen requests, other law enforcement agency requests, etc.
  • Performs other duties as assigned.

Qualifications:

  • Must be currently employed with the Florida Department of Corrections
  • Minimum of ten (10) years experience working in a correctional institution and;
  • Minimum of two (2) years serving as a Correctional Services Administrator or in a position with Duty Warden responsibilities with the Florida Department of Corrections
